An Issuer is a company or other legal entity that builds, registers and sells financial instruments.

The Issuer of a financial instrument is responsible for all material, documents and information posted and captured about the instrument on Mesh. This is all uploaded into the Mesh Instrument Builder when issuing an instrument.
One the instrument is trading on Mesh, Issuers are responsible for providing updated information on the instrument within a reasonable time.
They are expected to share:
- Information that is accurate, true, and not misleading
- Information that is compliant with all applicable rules and regulations.
- It is the issuers responsibility to ensure that their Financial Instrument and their legal entity is in compliance with all applicable laws and regulations in their jurisdiction.
